 Law No. (13) for in 2006 

 

Establishment Center ambulance Consolidated Dubai

We Mohammed bin Rashid Al Maktoum, ruler of Dubai

Having examined the law of Dubai Police in 1966 The order establishing the Department of Health and Medical Services in Dubai in 1970 Pass the following law

Article 1
This is called the law "Law on the Establishment of the Centre for ambulance Consolidated No. (13) for in 2006."

Article 2

Have the following words and phrases wherever it appears in this Act set out the meanings to them, but if Del context otherwise:
Governor of His Highness the Ruler of the Emirate of Dubai.
Dubai Emirate.
Government Government of the Principality.
The Executive Board Executive Council of the Principality.
CENTER ambulance uniform.
Governing Council Board of Directors of the center.
President and Board Chairman.
Executive Director Executive Director of the Centre.

 

Article 3
Established under this law center called "ambulance centre Consolidated" enjoy legal personality and financial autonomy with administrative and legal capacity necessary to direct all actions and behaviors that ensure the achievement of its purposes, and may contract with third parties and prosecuted as such, and Benny by anyone else for this purpose.

Article 4
The Centre is located in central Dubai, and it may establish branches inside and outside the emirate.

Article 5

Notwithstanding the provisions of any other legislation, the center functions to provide ambulance services consolidated at the level of the Emirate, through


  1. contribute to the preparation of comprehensive strategic plans for ambulance service in the Principality consolidated and updated and implemented in coordination with relevant stakeholders, both within and outside the emirate.
  2. preparation and development and application of policies needed to achieve the optimum utilization of ambulance services consolidated at the level of the Principality.
  3. provide ambulance service in case of emergency
  4. management and operation control centre and control of ambulance services at the level of the Principality
  5. to provide transportation services for patients to and from medical establishments operating in the emirate or abroad.
  6. propose any regulations and legislation that contribute to improving the level and quality of ambulance services in the emirate and lifting of the Governor for approval.
  7. regulation and operational and administrative regulations relating to the work of the center.
  8. provide ambulance service in all sporting events, economic, social and official missions carried out in the Principality.
Article 6

For the centre in order to perform his duties to:  

  1. ownership and rental of real and personal property, materials, devices, equipment and software necessary for the conduct and complete its work
  2. contribute to and participate with the people, companies and bodies within and outside the emirate in connection with areas of its activity and its functions and to conclude agreements to do so
  3. any other business-related field work and objectives of the Centre
Article 7
The Centre's Board of Directors consists of Chairman and Vice-Chairman and five members with efficiency and competence are appointed by decree issued by the Governor, the membership of the Council for a three-year renewable term 

Article 8

Governing Council is the supreme authority of the Centre, which has general supervision of the work and activities of the center and have a particular

  1. fee policy and programmes of the Centre Agencies
  2. Adoption of the draft budget in coordination with the Finance Service and lifting of the Executive Council for adoption
  3. preparing the organizational structure and regulations concerning the organization of work in the administrative and financial aspects, functional status and lifting of the Executive Board for approval
  4. audit of the annual performance reports to the Centre
Article 9
Governing Council shall meet at least once every two months, and are invited to the Council by the President or his deputy, are required to attend the meeting at the health of four of its members at least to be President or Vice including

Article 10

Article 11

  2. of the Governing Council should draw a direct reference to those who felt invited to attend meetings of experts and specialists, without a voice numbered
Article 12

  1. The executive branch consists of the Centre Executive Director and the number of staff and administrators who apply for whom the personnel system for the Emirate of Dubai or replace any legislation
  2. appointed Executive Director of the Centre's decision issued by the President of the Executive Board
Article 13

The Executive Director is overseeing the implementation of the daily management of the Centre and have a particular functions and powers following:

  1. implementation of the decisions of the Governing Council and the public policy established by the
  2. prepare a draft annual budget of the Centre and presented to the Board of Directors
  3. overseeing the work of the executive branch of the Centre
  4. proposal organizational structure and regulations governing the work of the Centre
  5. Exercise any other powers conferred by the Governing Council or provided by any decision made under this Act
     
Article 14
President represents the Centre in its relations with others and with the judiciary, the President of the Delegation of the other members of the Council or the Executive Director in the representation status of those actors

Article 15
Transported to the center of all rights, obligations and responsibilities and powers of both the Department ambulance in the overall leadership of Dubai Police and ambulance Section of the Department of Health and Medical Services
The Centre's right to the transfer of staff deems appropriate organizational units mentioned or recruiting new staff according to need work.

Article 16
Centre applies in the organization of its accounts and records of the assets and business accounting principles in accordance with recognized international standards, and the fiscal year beginning of the Centre on the first day of January and ending on the day of the thirty atheist in December of each year, to begin the first financial year from the date this law and ending the day Atheist and thirty from December next year


Article 17

Consisting of financial resources of the Centre

  1. subsidy for the centre in the general budget of the Principality
  2. allowance fees and services provided by the Centre for all
  3. any other resources approved by the Executive Board

Article 18
Service is audited financial scrutiny on the work and activities of the center

 Article 19
Exempt status from all local taxes and fees of all kinds

Article 20
Governing Council issued regulations and decisions necessary to implement the provisions of this law

Article 21
Cancels any text in any legislation or another resolution to the extent that it contravenes the provisions of this law

Article 22
The present law from the date of issue, published in the Official Gazette
