Law No. (15) of 2010
Amending Law No.(13) of 2006
Establishing the Centre of Ambulance Services in the Emirate of Dubai



We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,


After perusal of Law No. (13) of 2006 Establishing the Centre of Ambulance Services of
the Emirate of Dubai and its amendments hereinafter referred to as the “Original Law”,
Law No. (14) of 2009 Concerning Tariffs of Government Services in the Emirate of
Dubai, and
Law No.(35) of 2009 Concerning Management of the Public Funds of the Government of
Dubai,


do hereby issue the following Law:


Article (1)


The phrase “Centre of Ambulance Services”, wherever mentioned in this Law, shall be
replaced with the phrase “Dubai Corporation for Ambulance Services”.


Article (2)


Article (2), Article (3) and Article (5) of the Original Law shall be amended to read as
follows:


Article (2):
The following words and expressions, wherever mentioned in this Law, shall have the
meanings indicated opposite each of them, unless the context implies otherwise:


           

Emirate: The Emirate of Dubai.
Ruler:   His Highness the Ruler of Dubai.
Government: The Government of Dubai.
Executive Council:  The Executive Council of the Emirate.
Corporation :    The Dubai Corporation for Ambulance Services.
Board:               The board of directors of the Corporation.
Chairman:   The chairman of the Board.
CEO :            The Chief Executive Officer of the Corporation.
Ambulance Services: The pre-hospital medical services provided to the injured and patients, including transport of patients between health facilities.


                 
           
               
Article (3)


By virtue of this Law, a public corporation known as “Dubai Corporation for
Ambulance Services” shall be established and shall have the legal personality, financial
and administrative independence and legal capacity necessary to carry out all activities
and operations required to ensure achievement of its objectives.


Article (5)


Notwithstanding the provisions of any other legislation, the Corporation shall undertake the following duties:


1. To prepare, update and implement, in coordination with the relevant entities, the comprehensive strategic plans related to Ambulance Services;


2. To manage and operate an Ambulance Services control centre in the Emirate;


3. To provide Ambulance Services inside and outside the Emirate;


4. To provide Ambulance Services to official, sports, economic and social events in the Emirate;


5. To propose, in coordination with the relevant entities in the Emirate, legislation that would contribute to improving the standard of Ambulance Services ;


6. To propose fees and charges for the services provided by the Corporation.


7. To issue the “No Objection Certificates” required to apply for registration of ambulance vehicles authorised to operate in the Emirate, in accordance with the criteria and standards approved by the Corporation in this regard and in coordination with the relevant entities in the Emirate.


8. To license Ambulance Services personnel in the Emirate, in accordance with the criteria and standards approved by the Corporation in this regard.


9. To issue the “No Objection Certificates” required to apply for licensing first aid and advanced life support training centres, in accordance with the criteria and standards approved by the Corporation in this regard.


10. To license instructors working in training centres, in accordance with the criteria and standards approved by the Corporation in this regard.


11. To lay down professional development standards for Ambulance Services personnel in the Emirate.


12. To control and supervise activities of the entities licensed to provide Ambulance Services in the Emirate.


13. To issue the by-laws and regulations related to the operations and management of the Corporation.


Article (3)


This Law shall be published in the Official Gazette and shall come into force three (3)  months after the date on which it is published.
